Who We Are   //  Bennie F. Lybrand, PE, RPLS
   

Bennie joined The Brannon Corporation in 1983, leaving his hometown practice on the south plains of Texas.  Bennie began his engineering career in 1960 with Phillips Petroleum Company developing sites for the oil company's retail outlets across Texas, New Mexico and Colorado. He worked for Phillips Petroleum for 9 years. He then went to work with the Texas Highway Department (now the Texas Department of Transportation) working out of the resident engineer's office in Lamesa, Texas.  Private practice enticed Bennie in 1971 and for the next thirteen years he practiced surveying and engineering for developments and local governments. And he is a past city councilman. 

Bennie graduated in 1960 from what is now the University of Texas at El Paso where he played intercollegiate football while earning his Civil Engineering baccalaureate degree. He has been licensed as an engineer in Texas since 1969 and is currently registered in 3 other states.  He is a registered professional land surveyor in Texas.

Airports are Bennie's primary focus.  He has developed airport master plans, created layout plans, and performed environmental studies including acoustic (noise) analysis. He has designed runways and runway extensions, taxiways and parking ramps and all the drainage that goes with them.  And he has designed navigation aids such as precision approach path indicators, runway lighting systems and rotating beacons.  Bennie is intimately familiar with FAA regulations governing airport design and construction and with TxDOT procedures for funding airport capital improvement programs.

Bennie's outside interests include his grand kids and church music.  He is a bi-vocational music minister at his New Harmony Baptist Church.

AR, CO, FL, GA, LA, MO, MS, NE, NM, OK, and TX and have reciprocity to secure licensing in most other states.
